The Alabama Department of Public Health today released its plan to distribute and administer COVID-19 vaccines, which could be available in limited supplies before the end of the year, according to the agency.
Those most at risk from serious illness and those most at risk from exposure, such as health care workers and first-responders, will be first in line for vaccinations, the ADPH said.
The intent of the plan is to make a safe, effective, and approved vaccine available to everyone who is eligible, the ADPH said in a news release.
“We want to assure the public that there will be equitable distribution of vaccine to all Alabamians, especially to vulnerable populations in rural and urban areas," State Health Officer Dr. Scott Harris said.
Several vaccine products are in clinical trials and will be released after a review and approval for safety, the ADPH said. Vaccines will be provided free of charge.
The plan includes a three-phased approach to COVID-19 vaccination.
- In Phase 1, potentially limited doses of vaccine will be for those at highest risk and those at highest risk of exposure, including healthcare workers who care for those with critical needs and first responders.
- In Phase 2, large numbers of doses will be available, and supply is likely to meet demand, the ADPH said. There will be an effort to educate critical populations who were not vaccinated in Phase 1.
- In Phase 3, there is likely to be a sufficient supply and all unvaccinated groups will be targeted, the ADPH said. Communities with low vaccine coverage will receive special attention.
The ADPH submitted the initial draft of the plan to the Centers for Disease Control and Prevention on October 16.
The ADPH is recruiting hospitals, pharmacies, clinics and other partners to store and administer the vaccine to priority populations.
