ALBANY — Following a morning of television appearances during which he assailed President Donald Trump's claim to have "total authority" over states as they look to restart their economies, New York Gov. Andrew Cuomo said in his daily briefing on Tuesday that he's not looking for a fight with his fellow Queens native.

Instead, Cuomo said he is looking to work in cooperation with the president, saying collaboration is essential to avoid a new wave of infections.

“I look forward to working with the president in partnership and cooperation, but he has no fight here,” Cuomo said. “I won’t let it happen, unless he suggested that we do something that would be reckless and endanger the health and welfare of the people of the state. Then I would have no choice. But shy of that, I put my hand out and say, 'Let’s do this together.'”

Cuomo said his televised comments sought to correct Trump’s statement that the president alone has the power to reopen wide swaths of the United States regardless of local stay-at-home orders. According to the Constitution, he noted, states are granted any powers they did not cede to the federal government.

“His proclamation is that he would be king,” Cuomo said. “That’s what a king is. A king has total authority. That statement cannot stand.”

But Cuomo later said he is not interested in tangling with Trump. He did take note of the president's Tuesday morning tweets, in which he said Cuomo has been“begging” for supplies, and another that seemed to suggest that governors are attempting a mutiny. "I didn’t follow the exact meaning of the tweet,” Cuomo said, dryly.

“Sometimes it’s better to walk away from a fight then engage it,” he said. “The president will have no fight with me. I will not engage in it."

“This is no time for any division between the state and federal government,” added Cuomo, who has taken a much sharper tone toward Congress and his state’s delegation over federal funding which he has deemed inadequate.

Cuomo said he has not prepared any legal arguments or spoken with Attorney General Tish James about how the state would combat any attempts from Trump to open New York businesses before state officials deemed them ready.

“I will fight with all my might to protect New Yorkers, but I don’t think it comes to that,” he said. “I don’t want to fight with the president. He is wrong on the law. I don’t think this is a legal issue. You don’t even have the luxury for the argument. And there’s too much to do for everyone.”
